We are currently looking for a Health, Safety & Environment Manager, to work within one of our biggest clients, in Doha, Qatar.

🎯Mission

Reporting directly to the Framework Manager, HSEM is a key leadership role responsible for preventing accidents, ensuring compliance with statutory, regulatory, contractual, client and international HSE requirements, and developing, implementing and continuously improving the Occupational Health & Safety Management System. The role also leads the safety culture across multiple operational sites, workshops, field teams and wastewater infrastructure activities.

🚀Responsibilities

• Lead, manage and develop the HSE department across all projects and operational sites, including safety engineers, safety officers and workers contributing to the OH&S Management System.

• Develop and implement the Occupational Health & Safety Plan, OH&S procedures, guidelines, targets and objectives aligned with the OH&S policy statement and client requirements.

• Oversee safe execution of O&M activities for sewage treatment plants, pumping stations, networks, workshops and related facilities.

• Manage critical HSE risks including confined spaces, hazardous gases, chemical handling/storage, sludge handling, lifting, electrical work, hot work, work at height, isolation and permit-to-work activities.

• Conduct continuous inspections, site visits, audits and compliance monitoring; correct unsafe acts and drive closure of unsafe conditions and corrective actions.

• Lead incident reporting, investigation, root cause analysis, corrective action follow-up and continuous improvement of the OH&S Management System.

• Establish and chair effective OH&S committees and maintain communication/consultation channels that promote worker participation and commitment.

• Plan and deliver HSE training, toolbox talks, awareness campaigns and emergency drills for employees, supervisors, subcontractors and visitors.

• Monitor environmental compliance including waste management, spill prevention, wastewater-related risks, chemical controls and environmental reporting.

• Prepare and submit HSE statistics, audit findings, investigation reports and corrective action updates to management and the client.

🎓 Requirements:

• A bachelor’s degree is mandatory, preferably in Engineering, Environmental Science, Occupational Health & Safety or a related technical discipline.

• Minimum of 20 years overall experience, including at least 10 years of relevant HSE managerial experience in sewage/wastewater treatment, utilities, infrastructure operation and maintenance; regional experience preferred.

• Professional certifications preferred: NEBOSH, IOSH, OSHA, ISO 45001 Lead Auditor, ISO 14001 Lead Auditor or equivalent.

• Strong knowledge of permit-to-work systems, risk assessment, incident investigation, emergency response, environmental controls, and contractor HSE management.

• Strong leadership, people management and ability to manage a large multi-site HSE team.

• Excellent knowledge of HSE laws, standards, procedures and best practices; strong technical understanding of wastewater O&M risks.

• Ability to work under pressure, manage urgent issues, multiple sites and client requirements.

• Strong investigation, analytical, problem-solving and decision-making skills.

• English fluency and able to communicate in arabic with the client.
